ADVI Health is seeking a Senior Associate, Policy, Research and Analysis with a strong interest and familiarity in health policy, especially as it pertains to pharmaceutical and biotechnology issues. An ADVI Senior Associate understands the basics federal and state regulatory bodies and payers, including CMS, Medicare, Medicaid and state healthcare programs. The Senior Associate will monitor, research, and analyze policy developments in areas affecting pharmaceutical pricing, coverage and reimbursement, including Medicare Part B and D, Medicaid, the Inflation Reduction Act, 340B and Prescription Drug Affordability Boards. He/she will assist Policy team members and client account managers with retainer inquiries and standalone research projects.

The Policy Solution work spans drugs, biologics, cell and gene therapies and vaccines with product-specific issues across all therapeutic areas (e.g., oncology, diabetes, rheumatology, neurology, and rare and ultra-rare diseases).  As part of that work, the team takes a deep dive in payer policy and payment, including Medicare and Medicare Advantage, Medicaid, state health policy, Exchanges, employer plan policy issues, and commercial payers (e.g., white bagging copay accumulators and maximizers and utilization management concerns).

At ADVI, the Policy Solution complements the team’s know-how with an advisor network of operators, industry professionals, payers, policymakers and clinicians to provide highly specialized advice and counsel to our clients. The team also works cross-functionally with other Solutions such as ADVI’s Strategic Analytics and Value Economics (ADVI SAVEs) team to provide quantitative support with top of the industry data from Medicare and Medicaid, including managed care, as well as COVID-specific and chronic disease data. The Policy Solution provides mock CBO scores, rulemaking rate setting analysis and other claims-based analyses. ADVI team members work seamlessly with one another to answer ADVI’s clients’ most pressing business needs.

Key Responsibilities

  • Provides subject matter expertise in the markets and policies/legislation/regulations relevant to ADVI’s clients
  • Creates client-ready or nearly-client ready content and deliverables from assigned tasks
  • Researches and analyzes policy developments in various areas, including pharmaceutical pricing, coverage and reimbursement across Medicare and Medicaid, the Inflation Reduction Act, Prescription Drug Affordability Boards, 340B, etc.
  • Analyzes industry reports, publications, policy proposals, legislation, and regulations to develop subject matter expertise within industry trends and market changes
  • Staffs ongoing retainer relationships: field research requests and lead the development of first draft deliverables to address inquiries
  • Assists project managers on standalone research projects/project-based accounts (e.g., clinical asset reviews, fiscal analyses of policy changes, coverage and reimbursement assessments)
  • Collaborates with the policy team to develop same-day summaries of notable policy developments (e.g., major HHS rules)
  • Attends and reports on government healthcare and life sciences meetings to enhance ADVI’s expertise across Solution areas
  • Manages client and internal meetings (schedule, develop agenda, take notes, etc.)
  • Ensures ADVI staff aware of client touchpoints
  • Escalates client relationship issues to the client account lead

Competencies

  • Strong communication skills, oral, and written, including the ability to explain complicated concepts in simplified terms to stakeholders within and outside of ADVI
  • An understanding of federal and state regulatory bodies and government payers including CMS (i.e., Medicare Parts A, B, D, and Medicare Advantage), Medicaid (i.e., Medicaid FFS and Medicaid health plans), 340B, and state healthcare programs from coursework or actual experience. An understanding or interest in pharmaceuticals / pharmaceutical policy is required
  • Course or real-world experience analyzing federal and or state policy proposals, legislation, and/or regulation and conveying findings to clients or other stakeholders. Experience with pharmaceutical policy preferred
  • Ability to understand and convey data results, including synthesizing analytical results for a non-analytical focused audience
  • Anticipates and addresses project needs, effectively thinking through client objectives during research and deliverable creation
  • Works independently to deliver high quality, complex research within expected timelines
  • Strong ability to multitask and prioritize work streams effectively under deadline

Education

  • College degree. Advanced degree may be substituted for work experience

Experience

  • At least 3-5 years of experience which could include employment by a pharmaceutical or biotechnology company, consulting firm, relevant trade group or advocacy organization; industry experience is preferred

Location

Candidates can be based anywhere in the U.S., with a preference for those operating in the Eastern or Central Standard Time Zone. Candidates based in Washington, DC or Austin, TX, will have the option of hybrid work arrangements.

Compensation and Benefits

The salary range is $80k – $100k with up to 10% bonus potential, depending on experience and qualifications. Exceptionally qualified candidates will be evaluated according to experience levels.  Please include your salary requirements with your application if they exceed the posted range.
